Recent crises - the COVID-19 pandemic, the war in Ukraine, and the energy crisis - have triggered unprecedented public spending at both national and European levels, pushing fiscal policy beyond previous limits and reshaping the boundaries of European integration. Emergency budgets and large-scale financial interventions have challenged long-standing constraints, raising the question: Are we witnessing a fundamental transformation of European fiscal governance, or will institutional path dependencies ultimately reassert themselves? This workshop explores how these shifts impact fiscal policymaking, European economic governance, and the future of macroeconomic stability. It will also emphasize actor-centered perspectives, engaging with policymakers, technocrats, think tanks, and economic interest groups.
