Martin Höpner is expert witness at Bundestag hearing on ECB bond purchase judgment

The German constitutional court’s judgment on purchases of government debt by the European Central Bank was the subject of a public hearing of the German Bundestag’s Committee on European Union Affairs on May 25. In its May 5 decision, the court in Karlsruhe ruled that the German parliament and federal government should seek to ensure that the ECB conduct a proportionality assessment of the bond purchases in the next three months. MPIfG Research Group Leader Martin Höpner was an expert witness at the hearing. In his written statement he urged the Bundestag to request a proportionality assessment from the ECB and to accompany the request with a declaration underscoring is respect for the independence of the ECB and making clear that it is not seeking special treatment for the Federal Republic. Höpner strongly advised against any action that might cause the conflict to escalate further.
